Idemitsu Vietnam and NSRP partner to bring light to Thanh Hoa’s border region

30 solar lighting systems worth over 100 million VND were donated to two border villages in Thanh Hoa province, helping to improve travel, living, and learning conditions for the local border community.

On September 11, 2026, Idemitsu Vietnam Co., Ltd. (IKCV), in collaboration with Nghi Son Refinery and Petrochemical LLC (NSRP) and the Thanh Hoa Provincial Border Guard, held a handover ceremony for solar lighting systems as part of the “Bright Border Villages” program. This initiative supports two exceptionally underprivileged highland villages: Com village (Pu Nhi commune) and On village (Tam Chung commune) in Thanh Hoa province.

The handover event at Com village (Pu Nhi commune, Thanh Hoa province) was attended by representatives from the Political Department, Border Guard High Command, Leader of Thanh Hoa Border Guard Command, Pu Nhi Commune Border Guard, Thanh Hoa Provincial Study Promotion Association, Pu Nhi commune leaders, as well as representatives from IKCV and NSRP.

At the event, Mr. Egashira Hideaki, General Director of IKCV directly presented lighting systems to the representatives of Com village and Pu Nhi commune. The remaining systems were handed over to On village previously.

Sharing his thoughts at the ceremony, Mr. Egashira Hideaki, stated:

These solar lights are much more than infrastructure. We hope they will make the roads safer and more convenient for residents. We also expect they will create a better environment for children and contribute, even in a small way, to their studies. By joining hands with NSRP, local authorities, and the Border Guard, we hope to truly embody our aspiration: being a reliable energy partner, lighting up life in Vietnam”.

“Bright Border Villages” is a program initiated and implemented by the Thanh Hoa Border Guard Command. IKCV coordinates with NSRP, the People’s Committees of Pu Nhi and Tam Chung communes as well as Pu Nhi and Tam Chung Border Guard, to carry out this program from 2026. Specifically, starting in April 2026, road and terrain surveys were conducted. Despite the challenging mountainous terrain and harsh weather conditions, the construction, transportation, and installation of the lights were diligently carried out and completed by the border guard officers and soldiers in coordination with authorities and residents of the two communes by the end of August 2026, just in time for the new school year. The program is expected to continue expanding in the coming years.

Com and On villages are situated in the mountainous region along the Vietnam – Laos border, an area characterized by rugged terrain and limited infrastructure. The deployment of these 30 solar light poles will create much more favorable conditions for children’s evening activities and studies. Consequently, the program not only supplements essential infrastructure for highland villages but also aims to cultivate long-term value for the community.

Alongside the handover of the solar lighting systems, the program features educational support activities for disadvantaged students in the border region. On this occasion, NSRP awarded 100 scholarships worth 200 million VND, comprising 50 scholarships for students in Com village (Pu Nhi commune) and 50 for students in Trung Ly commune (Muong Lat district, Thanh Hoa province).

Through the collaboration among businesses, the Border Guard forces, and local authorities, the “Bright Border Villages” program helps mobilize additional resources to support border communities in terms of both infrastructure and education.
